    Summary

    This program is designed to assist Native Hawaiian libraries in improving core library services for their communities. Reflecting IMLS's agency-level goals of championing lifelong learning, strengthening community engagement, and advancing collections stewardship and access, the goals for this program are to:

    • Improve digital services to support needs for education, workforce development, economic and business development, health information, critical thinking skills, and digital literacy skills.
    • Improve educational programs related to specific topics and content areas of interest to library patrons and community-based users.
    • Enhance the preservation and revitalization of Native Hawaiian culture and language.

    Projects may involve, but are not limited to, activities such as educational programming for all ages; oral history collection and documentation; digital media and technology enhancements; institutional planning and policy development; professional training, internships, and mentorships; supporting and engaging with cultural practitioners and scholars; research and development of language and cultural material and tools; digitization and digital asset management, and refitting of library spaces for staff and public.


    Successful proposals will align with one of three project categories:

    • Preservation and Revitalization
      • Preservation and Revitalization projects focus on the preservation and revitalization of Native Hawaiian language and culture through use of efficient and effective strategies and incorporation of strategic partnerships.
      • Activities include preservation of content of unique and specific value to the community, following established best practices and standards.
    • Educational Programming
      • Educational Programming projects include programs for library patrons and community-based users related to a specific topic or content area through development, implementation and evaluation of classes, events, tools, resources, and/or other services.
      • Emphasis should be placed on the needs of learners and appropriate teaching and facilitation approaches and curriculum development.
    • Digital Services
      • Digital Services projects feature activities dedicated to the establishment and refinement of digital services and programs related to infrastructure, platforms, and technology, in general.
      • Proposals for digitization projects should include plans for preservation of and access to the resulting digital objects and/or implementing digital library tools to provide services to Native Hawaiian communities.

    Additional Information

    Examples of allowable costs include: 

    • project personnel (contract or in house) whose staff time is necessary for the proper and efficient execution of the project
    • project consultants
    • project related travel expenses of key project staff and consultants
    • purchase of equipment, materials, supplies, or services
    • program development and implementation
    • integration of technology into operations or programs
    • publications based on project activities
    • software development
    • evaluation to show the extent to which the project has met its goals
    • indirect or overhead costs

    Examples of unallowable costs include: 

    • General museum fundraising costs, such as development office staff or other staff time devoted to general fundraising
    • Contributions to endowments
    • General museum operating support
    • Acquisition of collections
    • Construction and renovation of museum facilities
    • Reconstruction or renovation of historic sites
    • Pre-award costs

  • Eligibility Details

    Eligible applicants are nonprofit organizations that primarily serve and represent Native Hawaiians. The term "Native Hawaiian" refers to an individual who is a citizen of the United States and a descendant of the aboriginal people who, before 1778, occupied and exercised sovereignty in the area that now comprises the State of Hawaii.

    Deadline Details

    Applications are to be submitted by April 1, 2024. A similar deadline is anticipated annually.

    Award Details

    Up to $450,000 is available in total funding for an anticipated 3 awards. Individual awards will be up to $150,000. Cost sharing/matching is not required. Project periods will extend up to 2-years, starting September 1, 2024.
