Summary
The purpose of the CSP is to increase national understanding of the charter school model by expanding the number of high-quality charter schools available to students across the Nation; providing financial assistance for the planning, program design, and initial implementation of charter schools; and evaluating the effects of charter schools, including their effects on students, student academic achievement, staff, and parents.
This program seeks applications from non-SEA eligible applicants for two types of grants:
- Planning, Program Design, and Initial Implementation (CFDA 84.282B); and
- Dissemination (CFDA 84.282C).
Each type of grant has its own eligibility requirements and selection criteria.
Non-SEA eligible applicants are those that are qualified to participate based on requirements set forth in this notice. Non-SEA eligible applicants must be from States in which the SEA does not have an approved application under the CSP. States with approved CSP applications are Arizona, Arkansas, California, Colorado, District of Columbia, Florida, Georgia, Indiana, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Rhode Island, SouthCarolina, Tennessee, Texas, and Wisconsin. Non-SEA eligible applicants that propose to use grant funds for planning, program design, and initial implementation of charter schools must apply under CFDA number 84.282B. Non-SEA eligible applicants that request funds for dissemination activities must apply under CFDA number 84.282C.
This program has one absolute priority, three competitive preference priorities, and one invitational priority. The absolute priority is:
- Supporting High-Need Students [Students Living in Poverty]
The competitive preference priorities are:
- Supporting High-Need Students [Rural Students, Students with Disabilities, English Learners] (up to 3 points);
- Supporting High-Need Students [Federally Recognized Indian Tribes] (up to 3 points);
- Improving Early Learning and Development Outcomes (up to 2 points)

Eligible applicants, including charter schools, located in States with currently approved CSP applications that are interested in participating in the CSP should contact the SEA for information related to the State’s CSP subgrant competition. Eligibility Details
Eligible applicants for the Planning, Program Design, and Initial Implementation grants (CFDA number 84.282B) are: A developer that has:
- applied to an authorized public chartering authority to operate a charter school; and,
- provided adequate and timely notice to that authority under section 5203(d)(3) of the ESEA.
In accordance with section 5203(d)(3) of the ESEA, an applicant for a pre-charter planning grant may include, in section V of its application, a request for a waiver from the Secretary of the requirement that the eligible applicant provide its authorized public chartering authority timely notice, and a copy, of its application for CSP funds.
Eligible applicants Dissemination grants (CFDA number 84.282C) are: Charter schools, as defined in section 5210(1) of the ESEA (20 U.S.C. 7221i(1)), that have been in operation for at least three consecutive years and have demonstrated overall success, including:
- Substantial progress in improving student academic achievement;
- High levels of parent satisfaction; and
- The management and leadership necessary to overcome initial start-up problems and establish a thriving, financially viable charter school.
Projects must occur within one of the following states: Alabama, Alaska, Connecticut, Delaware, Hawaii, Idaho, Illinois, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Mississippi, Montana, Nevada, Nebraska, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Dakota, Utah, Vermont, Virginia, Washington, West Virginia, or Wyoming.
Deadline Details
Applications must be electronically submitted via Grants.gov by 4:30 PM Eastern Standard Time (EST) on October 6, 2015.
Pre-Application Webinars will be held on:
- August 26, 2015, from 3:30 PM EST to 5:00 PM EST; and
- September 9, 2015 from 3:30 PM EST to 5:00 PM EST

Award Details
Approximately $4,000,000 is anticipated to be available in total funding for FY16. Planning, Program Design and Initial Implementation awards will range between $150,000 and $250,000 and will last up to 36 months. Dissemination Awards will range between $100,000 and $300,000 and will last up to 24 months. Cost sharing/matching is not required.
