Summary
The funds awarded under this program are to be utilized by successful Applicants to operate one or more programs that provide services or instruction in one or more of the following
categories:
- adult education and literacy services, including workplace literacy services;
- family literacy services; and
- English literacy programs.
These programs are limited to participants who have attained the age of 18 years of age and who are not enrolled (or required to be enrolled) in secondary school under State law; and who meet one of the following:
- lack sufficient mastery of basic educational skills to enable the individual to function effectively in society;
- do not have a secondary school diploma or its recognized equivalent, and have not achieved an equivalent level of education; or
- are unable to speak, read, or write the English language.

Additional Information
Unless otherwise negotiated with DLR, not less than 95% of the funds awarded to successful Applicants shall be expended for carrying out adult education and literacy activities. The remaining amount, not to exceed 5%, shall be used for planning, administration, personnel development, and coordination. In any
event, the funds utilized for the foregoing cannot exceed 15% of the grant funds awarded.
Eligibility Details
Eligible applicants include: local education agencies, community-based literacy organizations with demonstrated effectiveness, volunteer literacy organizations with demonstrated effectiveness, institutions of higher education, public or private nonprofit agencies, libraries, public housing authorities, nonprofit institutions not described previously who have the ability to provide literacy services to adults and families, and a consortium of the agencies, organizations, institutions, libraries, or other authorities.
Deadline Details
The 2014 deadline to submit an application has already passed. The 2015 RFP has yet to be released but is anticipated to be due sometime in April 2015.Similar deadlines are anticipated annually.
Award Details
The estimated funds available are $1 million. Award amounts vary. The initial grant year will require a cash or in-kind match, or a combination of the two, not to exceed 25% of the funds awarded to the successful Applicant (final percentage to be negotiated).
