    Summary

    The Mathematics and Science Partnerships (MSP) program is a competitive grant program intended to increase academic achievement of students in mathematics and science by supporting and enhancing the content knowledge and instructional practices for teachers of mathematics and science. Partnerships between high-need school districts and the science, technology, engineering, and mathematics (STEM) departments in institutions of higher education are at the core of an innovative comprehensive systems approach to improve efforts for teaching and learning in mathematics and science.

    The overarching purpose of this grant program is to improve the academic achievement of students in mathematics and science through partnerships that enhance the teaching of elementary and secondary teachers of mathematics and science (P-12). Through partnerships between local school districts and institutions of higher education, teachers participate in professional development opportunities that strengthen educator effectiveness through a comprehensive systemic approach to increase content knowledge, instructional practices and pedagogy in the mathematics and science subject areas.

    The emphasis of ESEA, Title II, Part B - Mathematics and Science Partnerships is to encourage partnerships between high-need school districts and the science, technology, engineering, and/or mathematics (STEM) departments in institutions of higher education to provide focused professional development opportunities that engage teachers through innovative teaching and learning models and methods in mathematics and science from reliable, scientifically-based or evidence-based research as a means of improving student academic performance and achievement on local, state, national, and international assessments in these content areas.

    Additional requirements:

    • Eligible applicants can apply individually or as part of a consortium, but not both.
    • The consortium lead LEA must be an active participant in the consortium, providing a minimum of 20% of the grant activities.
    • No eligible applicants may individually apply for, lead or be a member of an applicant consortium, for more than one MSP Math grant application and one MSP Science grant application.

  • Eligibility Details

    A Partnership that includes:

    • A high-need local education agency:
      For purposes of this grant, a high-need Local Education Agency (LEA) is defined as a public school district (“Eligible District”) or public charter school (“Eligible Charter School”) that has at least 50% of students from low-income families as determined using the criteria specified in Code 0198 (Poverty - from low-income family) in the New York State Student Information Repository System (SIRS), also known as the Level 2 Statewide data warehouse, for the 2012-2013 school year. A list of eligible applicants that meet this criterion can be found in Attachment III - Eligibility List. The eligibility list is based on the data submitted and certified by public school districts and public charter schools in the SIRS BEDS Day Enrollment Verification Report by Location of Enrollment & Student Subgroup;
      OR
    • Consortiums, as follows:
      - Eligible District-led consortiums comprising Eligible Districts as consortium members;
      or
      - Eligible Charter School-led consortiums comprising Eligible Public Charter Schools as consortium members (note: a charter management organization cannot be a lead applicant or a consortium member)

    AND (all applications must include)

    • an engineering, mathematics, or science department of an institution of higher education
      that has a registered curriculum in engineering, science or mathematics (Section 101(a) of
      the Higher Education Act of 1965).

    Deadline Details

    The deadline to submit an application was March 7, 2014. Similar deadlines are anticipated annually.

    Award Details

    Approximately $24,000,000 is anticipated to be available in total funding. The anticipated project period for this program 7/1/14 through 6/30/16. It is expected that $12,000,000 will be available in both Year 1 (July 1, 2014 – June 30, 2015) and Year 2 (July 1, 2015- June 30, 2016) subject to continued funding by the US Department of Education.
