    Summary

    The Department of Energy (DOE) invites eligible Phase I and Phase II grantees to apply for Phase II grants (both initial and sequential) under the program.

    The purpose of an Initial Phase II grant is to perform the research and development (R&D) required to meet the DOE objectives stated in the topic and subtopic of the Phase I program. In addition, it is intended that the small business grantee would be in a position to pursue commercial applications of the R&D at the end of Phase II. In many cases, Phase II results in a prototype, product, or a working process that can be demonstrated to a potential investor or customer (either in the private sector or in the Federal government, including the DOE).

    There are two types of DOE Sequential Phase II awards:

    • Phase IIA: A Phase II grantee may request additional financial support for new R&D tasks and activities that are aligned with the original scope of work for the Phase II grant. The purpose of the Phase IIA grant is to allow the grantee to complete the R&D associated with initial prototype, product, or process development.
    • Phase IIB: A Phase II grantee may request additional financial support for new R&D tasks and activities that extend beyond the scope of the original Phase II grant. The purpose of the Phase IIB grant is to assist the grantee in transitioning the innovation towards commercialization.
     

    History of Funding

    For FY14, the average award size was $981,824 for the SBIR program and $1,194,123 for the STTR program.

    Additional Information

    Non-U.S. citizens are eligible to perform work on SBIR/STTR projects provided he/she is legally empowered to work in the U.S. at the time that an award is made.

  • Eligibility Details

    Initial Phase II Applicants
    Only currently active DOE SBIR or STTR Phase I grantees with grants resulting from program DE-FOA-0000969 and having a February 2014 grant start date are eligible to apply for an Initial Phase II grant under this program.

    Sequential Phase II Applicants

    Phase IIA - Only grantees from the FY 2013 SBIR/STTR Phase II programs DE-FOA-0000782 and DE-FOA-0000880 AND from the pre-selected Topics listed in Part III A of the official guidance may apply for sequential Phase IIA awards.

    Phase IIB - Only grantees from the three programs AND pre-selected Topics listed in Part III A of the official guidance may apply for sequential Phase IIB awards.

    Deadline Details

    A Letter of Intent (LOI) must be submitted November 16, 2015 by 5:00 PM Eastern Standard Time EST. LOIs are required for Sequential Phase II applicants.

    Applications must be submitted December 15, 2015 by 11:59 PM EST.

    Award Details

    Approximately $90,000,000 total is available for funding. Phase IIA and Phase IIB have an award ceiling of $1,000,000 and award floor of $1. The project length will last up to 24 months. Cost sharing/matching is not required.
