    Summary

    The Transit Security Grant Program (TSGP) provides funds to eligible publicly owned operators of public transportation systems (which include intra-city bus, commuter bus, ferries, and all forms of passenger rail) to protect critical surface transportation infrastructure and the traveling public from acts of terrorism and to increase the resilience of transit infrastructure. The TSGP supports the Quadrennial Homeland Security Review Mission to Strengthen National Preparedness and Resilience.


    TSGP plays an important role in the implementation of the National Preparedness System by supporting the development and sustainment of core capabilities. The core capabilities, outlined in the National Preparedness Goal, are essential for the execution of the Prevention, Protection, Mitigation, Response, and Recovery mission areas and the realization of a secure and resilient Nation. The development and sustainment of these core capabilities are not exclusive to any single level of government or organization, but rather require the combined effort of the whole community.


    In FY 2023, the following TSGP projects will receive priority consideration:

    • Enhancing cybersecurity
    • Enhancing the protection of soft targets/crowded places;
      • This includes physical security enhancements at rail and bus stations located in historically eligible Urban Area Security Initiative (UASI) cities (e.g. Security cameras (CCTV); Security screening equipment for people and baggage; Access controls (Fencing, gates, barriers).

    Likewise, there are several enduring security needs that crosscut the Transportation Sector and form a second tier of priorities that help ensure a comprehensive approach to securing the Nation's transportation systems. These are (1) Effective planning; (2) Training and awareness campaigns; (3) Equipment and capital projects; and (4) Exercises.

    Additional Information

    To be eligible for the FY 2023 TSGP, transit agencies must have developed or updated their security plan. The security plan must be based on a security assessment, such as the Baseline Assessment for Security Enhancement (BASE), which is performed by the Transportation Security Inspectors-Surface of the Transportation Security Administration (TSA). This security assessment must have been conducted within the three years prior to receiving a FY 2023 TSGP award.

  • Eligibility Details

    Deadline Details

    Applications were to be submitted by May 18, 2023. A similar deadline is anticipated annually. 

    Award Details

    Up to $93,000,000 is available in FY 2023 for 40 awards. Cost sharing/matching is not required. Project periods will extend either 36 or 48-months, starting September 1, 2023.
