    Summary

    The North Dakota Striving Readers Comprehensive Literacy (NDSRCL) grant is a federal grant aimed at improving the reading and writing skills of students. Competitive grants will directly support North Dakota schools and districts in their literacy efforts to benefit children from birth to twelfth grade.

    The state's overall goal for NDSRCL is that ND will integrate and align resources and policies to support the literacy skills of Disadvantaged Children birth to Grade 12 to graduate Choice Ready with the knowledge, skills, and disposition to be successful in whatever they choose to do. The overall goal of the NDSRCL is that by January 2020, ND will increase literacy skills of approximately 5,500 children.

    North Dakota's Striving Readers  Comprehensive Literacy Plan Goal Areas:
    • 1. Prioritize serving disdvantaged children
    • 2. Prioritize literacy instruction alignment within the birth to age 3, 4, and 5 year olds, and kindergarten to Grade 5 continuum.
    • 3. Implement high quality comprehensive literacy instruction programs supported by moderate or strong evidence
    • 4. Implement the ND Comprehensive Literacy Plan
    • 5. Implement a data based decision making process
    • 6. Provide technical assistance and professional development to support teachers
    • 7. Improve literacy outcomes
    • 8. Evaluate the efficacy and impact of local projects

    Additional Information

    LEAs must use sub-grant funds to support activities that align with North Dakota's Comprehensive Literacy Plan. Examples may include, but are not limited to, professional development; family literacy programs; partial salaries for reading interventionists and literacy specialists; screening and progress monitoring assessments; and instruction and intervention materials, including technology, aligned with the North Dakota English Language State Standards.

    All applications must demonstrate capacity to serve birth through twelfth grade or develop community partnerships to address all ages and grade levels. Each age span (birth through age five, elementary, middle, and high schools) must be included.

  • Eligibility Details

    Eligible applicants are  Local Edcuation Agencies (LEAs), Early Childhood Programs (ECPs), and LEAs partnering with ECPs including those on or near the five federally recognized Native American tribal nations.
     

    Deadline Details

    Letters of Intent are to be submitted by March 1, 2018. Applications are to be submitted by June 29, 2018.

    Award Details

    Approximately $28,800,000 is available in total funding. Award amounts vary. Up to 15 grants are expected. The grant period for the Striving Readers Comprehensive Literacy grant is October 2017 through September 2020.

    The federal guidelines require sub-grant funds to be distributed accordingly:
    • 15% of the funds are used to serve birth through age five
    • 40% of the funds are used to serve students kindergarten through fifth grade (or sixth grade if the building is configured as a K-6 building)
    • 20% of the funds are used to serve students in sixth through eighth grade
    • 20% of the funds are used to serve students in ninth through twelfth grade
