    State and local agencies responsible for juvenile defense service delivery and the juvenile courts need internal tools and expertise to effectively collect, analyze, and report on case data and to conduct thorough system assessments to identify program, policy, and practice deficiencies, disparities, and other systemic gaps and issues, or to craft and implement effective solutions.

    This program will provide funding to support states and localities in:

    • Developing and implementing specialized training for staff and stakeholders involved with assisting juvenile offenders within the juvenile justice system.
    • Improving juvenile courts data collection and reporting capacity, specifically relating to youth and their legal representation, and access to services pre- and postadjudication.
    • Analyzing the juvenile defense delivery system(s) with respect to juvenile offenders access to services by identifying critical program, practice, and policy needs and gaps; areas for improvement; and aspects that are working and may be replicable and/or scalable across jurisdictions.
    • Addressing an identified need or gap within the applicants juvenile justice system related to providing juvenile offenders with plenary access to high-quality juvenile defense services.

    This program will provide funding to states and localities to enhance juvenile defense in one or more of the following areas: training of staff, data collection and analysis, juvenile defense delivery system analyses, and/or a specific need(s) that has been identified by the state or locality related to providing juvenile defense services to youth offenders.

    Applications primarily to purchase equipment, materials, or supplies will not be awarded. A budget may only include these items if they are necessary to conduct research, development, demonstration, evaluation, or analysis.

    Award Details

    Up to $1,800,000 is available for four awards. Individual projects may be up to $450,000 each. Cost sharing/matching is not required. Project periods will extend up to 24-months, starting October 1, 2018.
