    Summary

    The Community Schools Classroom Facilities Grant (Round 3) is open to community schools located in Ohio, operators that operate schools in Ohio and operators that exclusively operate schools outside the State of Ohio. However, operators that only operate schools outside Ohio must complete an eligibility application that will be used to determine whether the entity qualifies to apply for the grant.


    The grant guidelines require the funds to be awarded to those individual schools and community school operators that are deemed ‘high performing'. An Ohio school is considered high performing if it meets one of the following criteria:

    • The school received a grade of "A," "B," or "C" for the performance index score under division (C)(1)(b) of section 3302.03 of the Revised Code or using 2013-2014, 2014-2015, 2015-2016 and 2016-2017 report card data, has increased its performance index score under division (C)(1)(b) of section 3302.03 of the Revised Code in each of the previous three years of operation; and has received a grade of "A" or "B" for the value-added progress dimension under division (C)(1)(e) of section 3302.03 of the Revised Code on its most recent report card rating issued under that section.
    • The school serves only grades kindergarten through three and received a grade of "A" or "B" for making progress in improving literacy in grades kindergarten through three under division (C)(1)(g) of section 3302.03 of the Revised Code on its most recent report card issued under that section.
    • The school serves as a Dropout Prevention and Recovery Community School and received a rating of "exceeds standards" on its most recent report card issued under section 3314.017 of the Revised Code.
     

    History of Funding

    Round 1 grants totaling over $17 million were awarded to eight high-performing community schools in 2016. Round 2 grants totaling over $4 million were awarded to four high-performing community schools in 2018.

    Note: Due to fiscal impacts related to the COVID-19 pandemic, the Round 3 Community Schools Classroom Facilities grant solicitation has been cancelled. A third round will be conducted at some point in the future, when there is fiscal certainty for the program's funding.


    The Commission and Department staff verifies that the Project scope is for the purchase, construction, reconstruction, renovation, remodeling, or addition to classroom facilities.


    The Commission and Department staff verify that the Project scope will be used to purchase or support classroom facilities construction or modifications that demonstrate the criteria listed below.  Criteria to be considered in the evaluation may include, but are not limited to various educational; financial and construction related factors.


    Increase the supply of seats in high performing schools. The applicant should provide evidence that:

    1.Facility design will result in an increase in seats over the current number. 

    2.Facility design will result in a reasonable cost per seat considering capital expenses for the construction. 

    3.A demand for additional seats exists and the demand aligns with the facility design.

    4.School's operational business plan and financials support increased seats based on verifiable revenue, staff, professional development, curriculum, curricular resources, technology, etc.

    Deadline Details

    The original deadline to submit an application was January 24, 2020 at 4:00 PM. However, due to fiscal impacts related to the COVID-19 pandemic, the Round 3 Community Schools Classroom Facilities grant solicitation has been cancelled. The department will be conducting a third round at some point in the future, when there is fiscal certainty for the program's funding.

    Award Details

    In June 2015 Amended Substitute House Bill 64 authorized the creation of the Community School Classroom Facilities Grant Program, and created an appropriation of $25,000,000 in state funding to be used for this purpose. Round 1 grants totaling $17,010,826 were awarded to eight high performing community schools in 2016. Round 2 grants totaling $4,013,584.50 were awarded to four high-performing schools in 2018. The remaining $3,975,590 in grant funds have been re-appropriated for Round 3. A cost share of 50% is required.
