    Summary

    Assembly Bill (SB) 1808 established the Community Engagement Initiative (CEI) which is to convene professional learning networks for purposes of improving local pupil outcomes and community engagement. The CEI will also develop and conduct a statewide training on community engagement. The CEI will be co-administered by the California Collaborative for Educational Excellence (CCEE) and a lead agency to be selected by the State Department of Education and the CCEE.


    The Initiative has been established for the purpose of:

    • Building capacity in communities and school districts to facilitate difficult conversations that focus on improving outcomes for students;
    • Identifying effective models of community engagement and metrics to evaluate those models;
    • Developing effective peer-to-peer partnerships between school districts and COEs to deepen community engagement; and
    • Expanding successful community engagement practices statewide.

    The CCEE and the CDE will select a Lead Agency to co-administer the Initiative with the CCEE, with approval from the Executive Director of the State Board of Education (SBE).

    Additional Information

    The Lead Agency must provide a summary of activities that include, but not limited to, the following:

    • Resources developed based on the outcomes of the activities of the Initiative which are actionable statewide. These resources must include common characteristics and best practices of communities where engagement among the community, its students, and schools is strong.
    • Support provided to community engagement professional learning networks across the state.
    • Reports, co-authored with the CCEE, to the Executive Director of the SBE, Superintendent of Public Instruction, Executive Director of the CCEE, Superintendents of the Geographic Lead Agency COEs, and the chairpersons of each of the appropriate policy and fiscal committees of the Legislature.
    • Other activities as specified by the CCEE.

  • Eligibility Details

    An application may be submitted by a COE on behalf of itself or on behalf of a consortium of entities (e.g., LEAs, institutions of higher education, nonprofit educational services providers). The application must demonstrate the following requirements:

    • Expertise with developing and building LEA capacity in community engagement;
    • Ability to work collaboratively with CCEE and facilitate collaboration among a diverse group of educational stakeholders;
    • Examples of successful experiences communicating and collaborating with CCEE, CDE, and COEs, and community stakeholders, including parents and students;
    • Evidence of successful facilitation of statewide stakeholders which resulted in a set of resources, ideally which support community engagement in schools; and
    • Experience as a lead in disseminating information throughout state networks.

    Award Details

    Approximately $13,274,000 is available in funding. Award amounts vary based on the budget for the Community Engagement Initiative created by the administrative agent of the California Collaborative of Educational Excellence and subject to approval by the Department of Finance. Cost sharing/matching is not required.
