    Summary

    The Kansas Department of Health and Environment is pleased to offer a funding opportunity specifically to aid Kansas local health departments in addressing COVID-19 in their communities. This funding, from the Paycheck Protection Program and Health Care Enhancement Act/Epidemiology and Laboratory Capacity Cooperative Agreement, will provide critical support for enhanced detection, response, surveillance, and prevention of COVID-19 in Kansas. Expenses eligible under this opportunity include salaries, overtime pay, and contractual staff (from January 20, 2020-November 2022) for COVID-19 case, contact, and outbreak investigations and related activities. These funds, along with the previous funding support CDC and HHS provided, will help with efforts to re-open Kansas communities and ultimately America.


    Funds may be used for salaries, overtime, and contracts for contact tracing, testing, and other COVID-19 response activities. Funds may also be used for courier service contracts (new or expansion of existing agreements). Contracts with academic institutions, private laboratories, and/or commercial entities are also allowable. Funding must only be used for COVID-19 response expenses/activities.

    Additional Information

    Funds have been allocated for every Kansas local health department for COVID response. Awards are based on county population and the number of COVID-19 cases as of June 19, 2020.  In the event there are remaining funds after the deadline, a plan will be created for redistribution and all local health departments will be notified. 


    Health departments may use funds retroactively for expenses incurred from January 20 through June 30, 2020. All funds must be expended by December 1, 2022. This opportunity is non-competitive. These funds must not supplant any other funds.


    Health departments in Kansas may apply for additional funding to provide care coordination and/or expanded testing in their communities. To request funding, an application and budget (separate from application/budget for ELC) must be submitted for each opportunity in KGMS. The opportunities are under the Work Area tab in KGMS and are combined. If only applying for one of the opportunities, there is an option to opt out of the other.

  • Eligibility Details

    Only local health departments in Kansas are eligible to apply. 

    Deadline Details

    Regular applications are to be submitted by July 31, 2020. The deadline for applying for both the care resource coordination and expanded testing opportunities is Friday, August 14 by 5:00 p.m. Future deadlines are not anticipated.

    Award Details

    A county may apply for any amount up to the allocated award but must not exceed the amount allotted.
