Summary
BJA seeks to support state, local, and tribal law enforcement and prosecution agencies, working with their partners, to investigate and prosecute unsolved cold case homicides suspected to have been racially motivated or otherwise associated with civil rights violations.
Recognizing the impact these unsolved cases can have on the victims' families and the communities where these homicides occurred, the Emmett Till Cold Case Investigations and Prosecution Program supports efforts to investigate and prosecute civil rights cold case homicides and assist those impacted by these crimes.
This program is part of the Emmett Till Unsolved Civil Rights Crime Act, which seeks to address murder cases, suspected to be racially motivated, that were committed before January 1, 1980. The program's ultimate purpose is an attempt to bring closure to the victims' families and bring those responsible to justice. This funding can help address barriers in bringing these unsolved murders to justice, both in (1) the investigation and prosecution or resolution of these cases and (2) support to victims' family members and local stakeholders impacted by these crimes.

OJP will give priority consideration to applicants that demonstrate that their capabilities and competencies for implementing their proposed project(s) are enhanced because they (or at least one proposed subrecipient that will receive at least 40 percent of the requested award funding, as demonstrated in the Budget web-based form) are a population specific organization that serves communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization.
Eligibility Details
Eligible applicants are State, local, and tribal law enforcement agencies, including prosecutors' offices.
Deadline Details
The SF-424 and the SF-LLL must be submitted in Grants.gov by May 28, 2024, 8:59 pm Eastern. The full application must be submitted in JustGrants by June 4, 2024, 8:59 pm Eastern. Similar deadlines are anticipated, annually.
Award Details
Approximately $2,275,000 is available in total funding. Three awards will be granted up to $750,000 each. Project period is 36 months beginning on October 1, 2024. Cost sharing/matching is not required.
